Community Choice Aggregation, or CCA, is a program available within the service areas of investor-owned utilities, such as PG&E, which allows cities and counties to purchase and/or generate electricity for their residents and businesses. Under CCA, PG&E continues to deliver the electricity through its transmission and distribution system and provide meter reading, billing, maintenance, and outage response services.

Current CCA programs in California:
Within PG&E's service territory there are two active CCAs. These include Marin Clean Energy (MCE) and Sonoma Clean Power (SCP).
Marin Clean Energy
MCE is a not-for-profit public agency that offers 50-100% renewable energy for its customers. MCE’s service area includes Marin County, unincorporated Napa County and the cities of Benicia, El Cerrito, Richmond, and San Pablo.
MCE has provided service to customers since 2010. MCE is currently providing enrollment notices to Benicia, El Cerrito and San Pablo, where customers will be enrolled in May of 2015. Customers who choose to opt out or change their participation level in MCE service will need to contact MCE.
Gas services are not provided by MCE, and continue with your regular provider.

Sonoma Clean Power
SCP is a Community Choice Aggregation program, and is the default electricity provider for Sonoma County. SCP is a not-for-profit public agency, independently run by elected officials from Sonoma County. SCP enrolled its first customers in May 2014 and is currently enrolling nearly 47,000 customers in the towns of Cloverdale, Petaluma and Rohnert Park. PG&E customers in these cities will be automatically enrolled with SCP in June 2015 unless they choose to opt out. SCP is providing enrollment and opt-out notifications to enrolling customers beginning in March. Customers who choose to opt out can do so by contacting Sonoma Clean Power at 1-855-202-2139 or online at: sonomacleanpower.org.

If you want to opt out of a CCA program and have received notice(s) from a CCA that your electric service will be served by a CCA, you must submit your opt-out request to the CCA directly. Please note that an opt-out request must be submitted to your CCA whether your area is transitioning to the CCA for the first time or if you start a new electric service within an existing CCA area. Customers may only opt out of an established CCA program by contacting their CCA.

Under a CCA program, PG&E will continue to bill you for electricity delivery (non-generation charges). Your CCA provider will bill you for electric generation, which is included in your monthly PG&E bill.
