On March 13, 2024, the CPUC issued a final decision on the 2023 GT&S CARD settlement, Decision (D.)24-03-002 adopted a Settlement Agreement and Stipulations without modification, and approved PG&E’s 2023 - 2026 gas transmission, storage cost allocation, and rate design proposals incorporating the gas revenue requirements and capacity requirements from PG&E’s 2023 General Rate Case (GRC), Phase 1. 

   

As submitted on May 13, 2024, Advice Letter 4913-G shows a holistic view of the CARD settlement impacts on PG&E end-use rates and unbundled rates in compliance with D.24-03-002. The GT&S CARD settlement adopted terms such as a new gas demand forecast, removal of inventory management from the backbone function into recovery from end-use customer rates, and a formula for establishing the Baja-Redwood path differential. Pending CPUC approval of the Advice 4913-G, PG&E will submit a Tier 1 Implementation advice letter in compliance with the implementation plan set forth as part of the settlement agreement. PG&E expects to submit the Tier 1 Implementation advice letter no later than the second month following the approval of this Advice Letter 4913-G, with an anticipated effective implementation date of July 1, 2024, or later.

 

Further details of an Open Season for firm Redwood and Baja capacities will be announced upon the CPUC approval of the final backbone rates. Please stay tuned to Pipe Ranger for updates.
