Overview

PG&E offers 0% financing loans for replacing old and worn-out equipment with more energy-efficient models

 

We'll set you up with a loan repayment amount that is in line with the monthly energy savings from your upgrade. Once your loan is paid off, you will see savings on your bill.

*PG&E is limiting OBF loans to a maximum of $4,000,000 per customer in total. This maximum will be applied across multiple loans, where applicable. This limit will be calculated based on a customer's outstanding loan balance and is being put in place to maximize the number of participating customers. Projects may not combine rebates/incentives AND an OBF loan for loans over $250,000. (including Government Agency and Multifamily Projects)

 

**Tier 1A is an alternate qualification pathway for OBF customers seeking an OBF loan between $5,000 and $100,000 with loan periods of up to 72 months. Only a select list of simple, like-for-like replacement measures are eligibile for this tier. The energy savings quality control will be automated through the Tier 1A application workbook template. Tier 1A projects do not require a QA engineering or technical review.

Step 1: Select Project Developer

A PG&E account representative will assist in providing a project developer list in your area.

 

Step 2.  Submit for credit Eligibility:

Project Developer will submit credit application inquiry.

 

Step 3. Schedule site visit with PD

PD will document existing conditions, recommend upgrades, provides quote and request signatures to release utility data to develop the estimated savings for technical review.

 

Step 4: Project submitted to PG&E

Technical reviewer to determine equipment eligibility and copy of contract to reserve funds prior to start of installation. Please visit A Practical Guide for Businesses for additional details.

Oakland Highland Hospital

Oakland Highland Hospital had a 60% reduction in electricity costs related to lighting resulting in $300,000 annual savings.

EEF FAQs

The On-Bill Financing Program is available to all PG&E business and government agency customers with the following payment history:

  • Billing history: 24 months of bill history and 12 months at the site.
  • Credit history: A review of any late payment notices in the last 12 months will be reviewed.

0% financing is available for many types of projects, including exterior and interior LED lighting, heating, ventilation and air conditioning (HVAC), electric motors, refrigeration, food service equipment and water pumps. The minimum project loan amount is $5,000. Loan terms and monthly payment amounts are based on the Customer’s estimated monthly energy savings from the retrofit project. Your project may be eligible for financing if it qualifies for a rebate or incentive.

Eligible energy efficiency project costs that may be covered under the loan are those costs associated with the required components of the energy efficiency project for the life of the loan. Eligible projects costs may include.

  • Implementation costs, Project developer & Technical review fees, cost of building compliance, Operations and Maintenance (O&M), Technical review, tax and labor.

Costs not eligible for financing are as follows:

  • In-house labor or project management costs for energy efficiency measure installation.
  • Equipment installed prior to loan execution.
  • User behavioral activities: behavioral measures, e.g., customer staffing or occupant behavior programs
  • Add-ons to existing renovation projects

Lighting equipment to be replaced must be operational at the time of replacement. Below are some additional requirements.

  • Lighting controls cannot exceed 20 percent of the total project cost.
  • Screw-in LED light bulbs are no longer eligible, except for exterior pole light fixtures.
  • Note: Industrial and Agricultural customers may have additional requirements. Please review incentive catalog per industry for additional details.

Any loans over $250,000 will require an OBF prescreening to determine program eligibility and available funding. PG&E incentives are not eligible for loans over $250,000.00.

 

Exceptions are provided for unique energy savings opportunities based on portfolio need, depth of savings, project comprehensiveness and cost-effectiveness.

No. PG&E makes no warranties on the installed product or estimated savings. Please work with the selected contractor to discuss warranties with proposed product and savings estimations.

Please reference page (10) of the OBF handbook to list the method how the loan terms calculated with or without Custom incentives. Please note incentives are primarily available through 3rd party programs to specific market sectors. Deemed rebates, where any business can purchase and installed a rebate application are no longer eligible to be paired with On-Bill Financing.

Business customers are not able to combine multiple premises into a single project. Governmentagency customers that are utilizing OBF to complete comprehensive energy efficiency projects may be eligible to combine multiple premises for a single project. Each premises/location included in the project will be evaluated separately and must meet OBF funding requirements. In order to combine multiple premises into one project the following requirements must be met:

  • There must be a single point of contact at the government agency for PG&E billing inquiries for all of the premises included.
  • The projects should be initiated and installed concurrently; the OBF loan will not be funded until the completion of all premises included in the project.

important notice icon Note: PG&E offers On-Bill Financing to our eligible customers on a first-come, first-served basis until program funds are no longer available. *Where, in PG&E's sole opinion, unique opportunities to capture large energy savings exist and all other EEF loan program terms will be met, the sum of the loan amounts for a government agency customer's premises may exceed two hundred fifty thousand dollars ($250,000) up to a maximum of four million dollars ($4,000,000). Talk to a PG&E account representative for more information. Energy efficiency funds, including On-Bill Finance loan funds, are public funds. Depending on the project and type of work performed, a project that receives Energy Efficiency or On-Bill Finance loan funds may be considered a public work (as defined under Labor Code section 1720 et. seq.). Finance energy efficiency projects and equipment for your small business

 

PG&E supports GoGreen Business Energy Financing, a State of California administered program that provides private market financing with low financing and favorable terms.

 

Loans up to $5,000,000 are available to owners or lessees of business properties that receive electric and/or gas service from PG&E. This state-administered program can be paired with any rebate or incentive program including PG&E's Energy Efficiency Financing program.



Eligibility Requirements

Applicant's business must meet one of the following requirements:

  • Employ 100 or fewer employees.
  • Total annual revenue of less than $15,000,000.
  • Meet SBA small business size requirement of annual revenue up to $41,500,000, depending on industry.
