Update on Qualifying Facilities Standard Offer Contract

 

On December 22, 2020, the California Public Utilities Commission (CPUC) approved PG&E's pro forma Power Purchase Agreement (PPA) to make available to eligible QFs of 20 megawatts (MWs) or less seeking to sell electricity to PG&E under the Public Utility Regulatory Policies Act of 1978 (PURPA). The CPUC approved the QF/CHP Settlement Agreement in December 2010. The Agreement became effective on November 23, 2011 and the Settlement Agreement Term ended on December 31, 2020. The availability of the Settlement contract ended when the Settlement term expired. All QFs interested in selling electricity to PG&E under PURPA should inquire about PG&E’s new pro forma PURPA Standard Offer Contract, listed above.

Post about availability and outages on the Power Procurement Information Center

 

Registered power providers, including QFs, can post using the interactive pages on the Power Procurement Information Center.

The information includes:

 

  • Unit availability.
  • Unit generation schedules.
  • Unit outages, including scheduled, voluntary, forced or PG&E-caused outages.

 

Outage data collected on the Power Procurement Information Center is forwarded to the California Independent System Operator (CAISO) through CAISO's scheduling and logging for the ISO of California (SLIC) reporting application.

 

SLIC uses the North American Electric Reliability Corporation (NERC) Standard Generator Availability Data System (GADS) cause codes to identify reasons for generator curtailments and/or outages. Get the NERC GADS codes and enter the correct code in the SLIC outage comments field with data related to the outage. Download NERC GADS codes (XLS).

  • The Settling Parties submitted the QF/CHP Settlement Agreement for CPUC approval on October 8, 2010.
  • On December 21, 2010, the CPUC issued Decision 10-12-035, which approves the QF/CHP Settlement Agreement. Download Decision 10-12-035 (PDF).
  • Applications for rehearing of D.10-12-035 were filed in January 2011.
  • On March 24, 2011, the CPUC issued Decision 11-03-051, in which some, but not all, of the challenges were resolved. Download Decision 11-03-051 (PDF).
  • On October 6, 2011, the CPUC issued Decision 11-10-016, which disposed of one of the remaining issues. Download Decision 11-10-016 (PDF).
  • On October 11, 2011, the CPUC issued Decision 11-10-016, which granted a petition to modify the cost allocation terms of the Settlement Agreement.
  • On October 24, 2011, the CPUC issued Decision 11-10-043, denying rehearing of D.10-12-035 raised by the City and County of San Francisco. Download Decision 11-10-043 (PDF).
  • The QF/CHP Settlement Agreement became effective on November 23, 2011, when the decisions granting modification and denying rehearing of D.10-12-035 became final and non-appealable.
  • The Settlement Agreement Term ended on December 31, 2020.
