Vegetation Management Competency Assessments

PG&E requires individuals performing specific PG&E Vegetation Management work-related tasks to hold the applicable Vegetation Management Competency Assessments at the time of performing the work. Before attempting any Vegetation Management Competency Assessments, participants must have:

  • An active ITS (Industrial Training Services) account and
  • Be in possession of a valid ITS card

How to get started

ITS (Industrial Training Services) is a third-party vendor. ITS manages Vegetation Management Competency Assessments for PG&E. Here are the steps to register in ITS:

  1. PG&E Tree Crew and VMI Contractor/Subcontractors need to contact Sales@ITS-Training.com or call 270-753-2150 Ext 100 to begin the agreement process.
  2. ITS Contracts Department will send an information form to each contractor to complete in Panda Docs.
  3. Once completed, ITS will send an agreement for signature. 
  4. Contractor must provide a copy of their Certificate of Insurance (COI) showing a minimum of $1,000,000 per occurrence for General Liability Insurance.
  5. Pay all applicable fees.
  6. Questions for ITS regarding set-up? Email Sales@ITS-Training.com.
  7. Once the set-up fee is paid, the company will be created. The Admin will need to attend an Admin Training session before gaining full access to ITS OnBoard.
  8. Once fully registered add your employees, create a username and password, upload a photo and order an ITS card.

Frequently asked questions

Workers need to be assessed on the tasks they perform in the field unsupervised.

The assessments include the simulation of scenarios that workers might encounter in the field.

The assessment is valid for 2 years.

All equipment needed to facilitate the assessment they are taking, such as:

  • An aerial lift truck (1 lift truck per 3 people taking the Aerial Lift Assessment)
  • Chipper (1 chipper per 4 people taking the Chipper Assessment)
  • Climbing equipment
  • Rigging equipment
  • Cutting tools
  • Personal protective equipment

Yes. Everyone performing Vegetation Management work will need to be assessed on some level.

Definitions

Abnormal Field Condition (AFC): Abnormal field conditions may include, but are not limited to; broken cross arms, floaters, objects on wires, broken poles, frayed conductors, arcing wires, etc.

 

Anchor Point: Knot or equipment used to attach friction management device or rigging point.

 

Assessment Task: Identified work tasks requiring competency evaluation.

 

Competency Assessed Personnel: Personnel that hold an active competency assessment for an established Assessment Task ("Active" meaning not expired, suspended or revoked)

 

Competency Assessment: An assessment evaluating an individual's ability to perform an Assessment Task properly and in alignment with Federal and State regulations, industry standards and PG&E Administrative Controls.

 

Industrial Training Services (ITS): A third-party vendor who manages gas qualification records for PG&E.

 

M/A: Mechanical advantage equipment used to assist in pulling trees over for felling.

 

Span of control: The maximum number of unassessed personnel that competency assessed personnel can guide and observe performing a covered task, as represented as a ratio of competency assessed to unassessed personnel.

 

Unassessed personnel: A person who has NOT passed a competency assessment for an established assessment task or has an expired, suspended, revoked or canceled competency assessment.
